Our Vision

Salvatore Scotto is a proven financial services and government professional with over 30 years in domestic and international banking, trusts, insurance, and securities; including significant technical and managerial responsibilities such as developing, coordinating, and implementing robust compliance programs and business processes. Salvatore brings to the table extensive knowledge of domestic and international sanctions, AML Compliance, Financial Intelligence, Project Management, Consumer Products, and Payment System (Wire, ACH, and Securities) operations.  Salvatore has implemented dynamic multi location programs both on shore and off shore. He is considered a subject matter expert in regulations and practices pertaining to US and International Economic and Trade Sanctions programs, Bank Secrecy Act (BSA), Anti-Money Laundering (AML), and U.S.A. Patriot Act.

 Salvatore is an active participant in industry events either as presenter, subject matter expert or as a participant in working groups.  Most notable were his roles as a former chairman of the National Regulatory & Risk Committee of the International Financial Services Association, the Clearing House – OFAC Working Group, and the United Nations Working Group on Terrorist Sanctions programs, Bank Secrecy Act Advisory Group and Federal Financial Institutions Examinations Counsel latter representing The Office of Foreign Assets Control.

 Salvatore is currently Principal and Chief Executive Officer of Sanctions Forensics and F.C.C. Advisory Services, LLC., providing Sanctions, AML consulting and advisory services to U.S. and International Financial Institutions, Law firms, US government, Management and Risk consulting firms, and commercial enterprises in respect to international sanctions programs, anti-money laundering, counter-terrorism financing and anti-bribery and anti-corruption legislation.  In addition, Salvatore leads sanction compliance program reviews, interdiction software reviews, sanctions compliance infrastructure guidance and or development, process and procedure development, establishment of key management information and governance routines. sanctions related look backs, sanctions interdiction testing, sanctions interdiction application optimization exercises, and large scale system and or program implementations.

 Salvatore is the current Sanctions and AML Senior Fellow from Practice for the Regulatory Compliance Association. Regulatory Compliance Association (“RCA”) supports a community of over 78,000 Alternative Investment, Asset Management and Financial Institution executives as well as regulators, while serving as the accreditation agency for Continuing Compliance Education™ (CCE™). The RCA is the programmatic accreditation agency for Continuing Compliance Education™ (CCE™) and serves as the graduate level institution for Alternative Investment, Asset Management and Financial Institution Operations, Compliance and In-house Legal executives. The RCA delivers several tiers of graduate level curricula, each provides executives with CCE™, CLE and CPE., Law & Masters Concentration in Asset Management Regulation, Compliance and Practice, its MyUniversity – used by regulators, asset managers and financial institutions for their accredited training and professional development platform as well as their web-based professional library – providing comprehensive, detailed, practical and peer reviewed coverage of over 4500 topics.

Salvatore serves as a member on the Advisory Board for SanctionsAlert.com. SanctionsAlert. com provides authoritative and objective guidance, news, conferences, webinars and other training to corporations, financial institutions, lawyers, consultants and others on the requirements of and compliance with economic sanctions and export controls imposed by the United States, United Kingdom and other governments throughout the world, as well as by the United Nations, European Union and other international organizations.

Salvatore was the former Head of US Economic Sanctions at HSBC North America Holdings (“HNAH”), joining HSBC from the U.S. Department of the Treasury, Office of Foreign Assets Control (“OFAC”).   Salvatore built a comprehensive sanctions program that was precise, sustainable, robust and agile to meet the ever changing sanctions regulatory environment. The implementation of the sanctions compliance program was accomplished through targeted restructuring of infrastructures and enhancing subject matter expertise in key sanction disciplines. Key elements of the program consisted of centralized client and transactional sanction alert clearing teams, establishment of a dedicated sanctions technology management team, and a program office that consisted of a Sanctions Policy, Communications and Training unit, a Sanctions Advisory unit, and a Sanctions Complex Investigations Team. U.S. bank attributed potential breaches were virtually eliminated under the Sanctions Compliance program. The US Sanctions program was later adopted and replicated globally for the HSBS Sanctions Global program.   

At the U.S. Department of the Treasury, Office of Foreign Assets Control, Salvatore specialized in Compliance and Outreach programs and served as a subject matter resource to the various industries and law enforcement on a wide range of issues relating to US economic sanctions compliance.  Salvatore conducted sanctions training sessions, briefings with foreign governments, foreign financial institutions and foreign industry organizations. Salvatore's responsibilities focused on developing and implementing strategies to assist the public in understanding US sanctions programs. These responsibilities included the monitoring and auditing of operations or transactions of banking institutions, securities firms, corporations and other entities to ensure compliance with appropriate OFAC regulations. Salvatore participated in financial institution OFAC enforcement actions. In addition to his outreach responsibilities, he worked with regulators, other governmental agencies and foreign officials to address OFAC related concerns.

 It should be noted, that prior to his career at U.S. Department of the Treasury, Salvatore was instrumental in the establishment of the Economics Sanctions and AML Programs for Bank of America, a global bank headquartered in the U.S with a significant international foot print.  Salvatore was responsible for sanctions interdiction processes implemented and the integration of merged financial entities in the Bank of America Economic Sanctions program.  The sanctions interdiction program examined in excess of 200 million relationships and millions of transaction annually.  

In conclusion, Salvatore brings an excellent balance of regulatory and financial knowledge with the practical hands on operational and compliance program related experience to enhance any compliance program.
